Electrical help - very strange!

I have a 2005 Dodge Ram - my wife was driving it and all of a sudden the radio and horn stopped working.

Come to find out IF THE TRUCK IS TURNED OFF - interior lights, headlights, radio, horn, and door locks do not work.

IF TRUCK IS ON - radio, horn, and door locks do not work (but interior lights and headlights do work).

Checked ALL fuses and they are fine. Can not see a short or lose wire anywhere. Scratching my head on this one!

Please help!
