Evo engine froze!?!?

2006 Mitsubishi Lancer Evolution SE, 5 spd manual transmission. Roughly 400whp. One day I was warming my car up and then it stalls out. I didn't think anything of it, because I had installed cams in it about 2 months before and that was normal for it to die out if I didn't give it some gas. Well this time it didn't start back up. I pulled the starter off and see little pieces of metal in between the starter teeth an the flywheel teeth. I thought that was it, well now I can't crank the engine by hand. It only moves 1/4 around. Then it just stops. I took the timing belt off to see if it was a bent valve, I don't think it is because I can turn the motor by hand easily. With no odd noises from the head.

im a little confused you said you couldnt turn the motor by hand but when you took the timimng belt of you could turn it by hand? are you saying you put the belt back on and then it turned by hand or what? GM ASEP 26 SCC Milford ASE certified in Brakes and Electrical on Thursday April 5th 2012

I took the belt off and it turns, but when I tried putting it back on, it just gets stuck.

okay so you pout the timing belt back on and it doesnt turn now, or you cant even get teh timing belt back on? GM ASEP 26 SCC Milford ASE certified in Brakes and Electrical on Thursday April 5th 2012

i got it back on. Everything was at TDC when I installed the belt back on too. Im just totally lost at this point. It only turns 1/4 either way with the belt on and can turn all the way with the belt off. Just strange to me.

If the Crankshaft turns with the belt off but does not turn with the belt on, then it's pretty obvious that something that the belt drives is locked up and that should be pretty obvious also. You may have valve damage with something jammed up, There could be something locking one of the cams up. You could have it out of time and the piston may be hitting a valve. I was thinking it might be one of the other pulleys as well. I read somewhere that all those have to be lined up with everything else. Whenever I turn the motor by hand with the timing belt off, I don't hear any strange noises or faint metal on metal noise. I'll look into the other pulleys to see if they may be out of place.
