Mazda bucks and surges

My 1992 Mazda Protege (4 Cyl DOC FI) has low power when accelerating until the revs get up to 1000 rpm or so. Also when cruising slowly (i.e. 1st gear in parkinglot) it surges and bucks so bad I have to put in the clutch. It smooths out when I get the revs up over 1000 rpm or so. I've had routine inspections with oil changes with no red flags but I haven't done any troubleshooting yet. I have a timing light and Vacuum gauge but otherwise not much for diagnostic tools. I'd hoping the symptoms will guide me to where to look first.

It looks like I found the problem. After checking plugs, distributer and vacuum I checked the air filter. After checking the air filter it ran very poorly. On inspection I found a large split in the air intake hose. After patching it with duct tape the car runs fine and the surging is gone. Apparently there was a small split in the hose from changing the air filter in the past which was causing the problem. Checking the filter caused the split to open up, making for easy detection.
