No Heat 15’ VW Passat 84k mi

Please help: I have a 15’VW Passat with less than 85k miles on it with no heat. Fan works great. Engine runs great, not low on coolant. No odd sounds when I try to turn the heat on. Once in a blue moon the heater will work. The temperature gauge is always around 190 (little less) when I drive which is think is normal. Any ideas? No European mechanics near me, last place I went to they told me they weren’t sure what was wrong with it, mentioned it might be the blend doors and said take it to a dealer.

It could be blend door. To determine this locate the 2 heater hoses where they go into the dash and with the engine at operating temp, feel both hoses for temp and see if they are both hot to the touch. Thank for this tip, both too hot to hold. Is this an easy fix for any mechanic?
