Purpose of brake shims?

What is the purpose of the adhesive backed brake shims which come with new pads? For the first time, I had one become un-glued, slipped and started rubbing against the edge of the rotor. No big deal except for the noise, but I'd like to know what they are supposed to do.

They help to prevent squealing. All the better pads have them.
