Rack/Pinion or Transmission?

Honda Civic, 2001. 188,000 miles. I just can't figure this out. My car died the other day and I had it towed to the mechanic. It seemed that the transmission died, because the motor was on but the car would not move backwards or forwards. It gasped and amazingly got me home and died dead in the parking lot at home. The mechanic said I had no steering fluid and I needed a new rack and pinion. The shop told me the steering fluid leaked all over (?) and the "rubbers" were no good and it needed a rack and pinion job. I know nothing about car mechanics. He's been our mechanic for some time. It cost us about $600 for a rack and pinion job. I took it out of the shop today and guess what? After approximately 20 minutes of driving, it died the same kind of death it did before the rack and pinion job. The engine was racing as I was driving it and it lurched into gear. Then it simply stopped moving when I pressed down on the gas pedal. If you have any thoughts or comments about this, please offer them, thank you.
