Tilt Steering wont lock

I have a 1992 Pontiac Grand SE with a steering wheel problem. The tilt steering isn't working causing the wheel to flop up and down and wont lock. I was told by the previous owner the pin had fallen out of the mechanism that locked the steering and that It was a quick fix. So I am currently trying to remove the two plastic casings around the steering wheel, there were 3 bolts on the bottom that I got out that loosened it up but it is still on there, I have been trying to pry the piece apart but thats not working either. Any help?

If I remember right, you have to take the steering wheel off. Did you unscrew the tilt lever? Once you get the bottom screws out you should be able to take the bottom shroud off. I believe the upper shroud has a hidden inverted torx screw near the lock cylinder area. You'll be able to see it with a flash light up inside there once you get the lower shroud off. And the steering wheel, How does that come off? I took off the horn button and under it were four hex key screws took those out but they didnt seem to do anything.

First you have to take the horn pad off. Then there is a large nut right in the middle of the steering wheel that screws on the end of the steering shaft. Take the nut off and use a steering wheel puller to pull the steering wheel off the shaft. You won't be able to pull the wheel off by hand unless your on speed and someone is squeezing your ball sack with a set of channel lock pliers.
