Touch up Painting

I plan to use some Dupli-color touch up paint to touch up a couple of scratches and rock dings. I match up the proper paint for my car but the instructions say to apply a "clear-coat" after 24 hours. What is this clear-coat and is it necessary for very small touch ups?

Clear coat is just that. It's on top of the color. Tiny spots you wouldn't notice but for that matter I've never seen touch up match perfectly or make a paint job look like there never was a chip/scratch but look better than not doing it?? T
