Toyota sitting for over 3 yrs

1995 Toyota Corolla DX 35,000 original miles (that's right only 35,000 miles) has been sitting for close to 4 years. Parked because it kept dying. Replaced carbutator, battery, removed alarm system (not factory installed) and it kept on dying. Shop I took it to couldn't figure out what's wrong, but was told problem is not electric, (maybe it is). Last week another mechanic said gas tank has to be changed, I'm not an expert, but I disagree with him (did not tell him this). Does the gas tank need to be replaced? Car now has about 1/4 tank of gas. Any idea(s) why it kept on dying? I do not want to start it until I get advice. Thank you for your help.

Mari; '95 Toyota with a carburetor? Is this a US vehicle? What was the reason given for replacing the tank? In most cases, the tank can be cleaned and resealed if extremely rusty. Loren SW Washington
