Valve cover steel sleeve removale

I have a 2000 dodge neon and im tring to replace the valve cover gasket and spark plug o rings, It has the factory steel ones on it and i cant seem to get them off no way no how! Is there some trick to removing the steel sleeve? ! Thanxs :)

I ‘m not sure what steel sleeve you’re talking about?
I’ve replaced valve cover gaskets on these before and can’t remember having to remove any sleeves; can you post a picture?
