95 volks jetta 2.0

brakes feel spongee, so I changed front pads, still spongee can't figure out how to take off rear drums to look at the back shoes(not sure if this is the problem). Is there an adjustment on the back drums and if so how do you do it? What would cause the spongee feel and lack of stopping ability? There are no leaks.

there will be a small oval shaped opening usually with a rubber plug in it. pop out the plug and youll see the adjusting star wheel. you can adjust the shoes that way.

if they are way out of adjustment you could be seeing a low pedal

There's a difference between a spongy pedal and a low pedal. If it's truly 'spongy', then the brake hydraulic system has air in it and needs to be bled; If it's just a low pedal, follow dmac's recommendation.
