faulty emergency brake

2004 chrysler town n country mini van 3.3 engine 130.000 miles car fail nj inspection faulty emergency brake my mechanic spent 3 hrs and could not fix it everything appears to be working but brake wont hold car there is no adjustment as its self adusting regular brake works fine thank you

Start by adjusting up the rear brakes. Then, if the e-brake still doesn't hold, take the adjustment up at the rod. It is possible that the rear shoes and drums could be glazed also. If this is the case, have the drums resurfaced and the shoes scuffed up to remove the glazing. Steve
