What happens if there are two different pressure size power valve in the same carburator? Say 6.5 and 5.5?

Two different size power valve in the same carburetor is not good for performance of the vehicle..These different sized power valves are used in heavy vehicles for economic purposes..so that powervalve is not opened fully...but for private vehicles it gives totally bad performance.
