tire won't rotate Sign In

I have a 1999 Ford Contour. I believe it has a 4-cylander engine and has about 115,000 miles on it. I parked my car for a week in a parking garage while I was on vacation. When I got back last night, my car starts fine but the rear driver's side tire does not rotate. The tire drags on the ground and makes skid marks if I try to move the car. All of the other tires and everything else seem to be working fine. My tire was fine a week ago, what could have happened?

Was the parking brake applied while the car was parked?

Are they drum brakes in the rear or disc?
