2004 Mercury GM - blend door or Sign In

after watching a video online I'm uncertain the problem is the blend door actuator.

the problem

the A/C does blow cold and the heat does blow hot. however, the blower only turns on when it wants to. it might take up to thirty minutes before the blower decides turn on. also, once the blower does turn on there's no telling how long it will stay on, as it cuts on and off. lastly, if and when the blower decides to turn on, it only blows out at the highest blower setting. adjusting max/normal, or the vertical circular dial, don't seem to have any control.

not sure if this helps but it is a LS ultimate edition, with a digital display/analog button control module

note. edited "system" to "blower". hope this helps

The system?

What specifically won't turn on?

Those are 2 different things.

Is it just the blower motor and the AC compressor is engaging but you are getting no air flow?

Is the control panel message responding to your command?

Careful of someone else's car on line you probably have full climate control? IDK you tell us.
Fans if on fully automatic will lower when interior temps are reached so you don't get too cold or hot.
IDK how many versions of climate control this may have look at the assortment in manual for that exact option package.
If you are supposed to be able to override that and make it just go and go no matter what at full fan the fancy set ups may still limit that?
I'm just saying to know what it's supposed to do first a Merc. GM could be a stripper car or no choice with some option package you probably have.
If this has a cabin air filter and heavy pollen (is nasty around me now) check or replace it,
