AC on a 94 Chrysler Concorde, the compressor does not turn. I jumped a wire from the battery to the compressor and I get cold air. This car has a ATC control, doing the test in the Hayes book to get the codes I get "36" which is ATC head communication failure, what does this mean? I got a used ATC from a junkyard and it tells me the same code.

Is 12v power making it to the clutch coil at all?

No. the clutch coil does not have power. That is why I disconnected the one wire that goes to the compressor and put power to it from the battery, I wanted to see if the clutch/ compressor would engage, it did and I got cold air. Willybill

With no power there you should trace backwards as to why. It could be a faulty high or low pressure switch, a relay or fuse or a problem with the fan that should come on and the system is shutting down normally with a fault elsewhere to prevent damage. Chase it back to see where the power quits. The control head itself is not the most common problem with this,
