Climate control fan

1995 Mercedes E320 Wagon 185,000 mi.
The fan does not work. The guy I bought the car from suggest I replace the plug in module with a different module from the local Pick n Pull, but still does not function.
I am not sure where to start to eliminate components.
Is there a relay that might need replacing? Could it be the blower motor regulator, or the blower motor and fan assembly itself?

Not my cars but a try to help. Can you isolate the last couple wires to the blower motor itself and see with just a test light or jumping it off/out of car that it works with power and ground?
Essentially I mean "bench test" for the motor itself then go from there what that shows,

Test for constant power with the key on at the black wire of the blower motor.
If no power, check the 30A fuse at the left side of the engine compartment marked Climate Control auxiliary fuse.
If you have power there, then apply ground to the green wire and see if the motor comes on.

I removed the blower motor and did a bench test.
The motor works fine. No issues.
When you try to turn the blower on nothing happens.

I did not see a black wire at the blower motor, only red and blue.
The fusible link is intact. I did not however see a green wire.

The factory wiring diagram shows both green and black wires going to the blower motor. Check to see if something may have been spliced in to change colors.
Either way, one of those wires should have power all the time when the key is on and the other should show ground when the blower is turned on. We need to know which of those is missing. You need a test light that can identify either power or ground.

Would those wires be the same wires going to the fusible link? Because those wires are green and black.
I do not have a test light, but I do have a digital multimeter.
I will attempt to determine which wires are which.

It doesn't matter.
Just find out whether you are missing power or ground at the motor.

It "bench" tested so motor works is missing that right at it - duh. Testing for ground, if missing you can back power pig-tail of a test light for this would rather an incandescent type as LEDs will respond to inadequate supply of either,
