Town car heater problem

I have a 1995 Lincoln Town car. My problem is that my heater only blows at one temperature, I changed the blend door actuator and still does the same. When I turn the a/c on it does the same, only one temperature. You think is my control panel?. Is there any other switch that controls the blend door actuator? Can someone please let me know. One more thing, after I replaced my blend door actuator. There is no movement on the blend door or the actuator.

Just some thoughts:
Make sure dashbaord is clear of papers and other junk. It senses temp thru a funky system that usually starts there. If the car thinks it's done its job it stops.
Is vacuum intact to allow the diverter doors to operate? T
