Power steering line

I have a 92 Chevrolet C 1500 extended cab and I replace the power steering line phone from the power steering reservoir to the gearbox the line going into the gearbox it's loose even though I can't tighten them no more is that supposed to be like that until I bleed it, need help ASAP
