That sound is a vacuum leak. You need to find out where it is. Should be some vacuum line running to the trans and I'd be every inch of the 32 year old vacuum hoses on the whole car are shot. Get them all changed. You buy it in bulk at the parts store, get about 5 feet each of several sizes and do one at a time. Also, what is the fluid level at? If you move the shift selector manually will it go to the next gear?

This car has done a lot of sitting in its life and both lot rot and vermin can do bad things to a car left sitting. Did you just recently buy the car? Do you know how long its been stored?

when did it start doing that? Check the torque convertor nuts and make sure they aren't loose. Oil level good? I'm guessing this has an idiot light and not a gauge, may need to verify true pressure with a gauge.

I think this is a very late carry over of some older designs for trans shifting. A vacuum tube goes to a modulator (vacuum operated) at transmission and the diaphragm itself can fail or anything that causes it not to get vacuum of actual manifold vacuum will force it to default to lowest gear for the speed the car is going. First could hang on till it reached about 45 MPH same as if gas pedal was floored for full power. You hear it so it's leaking down more than just messing with the trans shifting but idle is probably so low oil pressure isn't keeping up which would be noisy. It's harmful. Nick is right on - dump all vacuum hose you can find. It's cheap but should be done one at a time as there isn't any color coding or what goes where info that is that exact. Other vacuum leaks are carb to manifold, brake booster, a can that probably looks like a large painted soup can on an inner fender, intake manifold to head(s) was not a problem in the V8 (302 C.I.D.) but could be if a 250 straight six which would probably be the only two engines available. If this is a VV carb virtually all of them were tossed out for another type as I don't recall one of those working well new and on warranty. VV = "variable venturi" and would show two black (?) funky things where a choke plate would be up top of carb, T

well its fixed now it was the relay for the hoses an end seemed to have popped off so they just plugged the hosses together and it works again

Great - do toss all those hoses for automotive grade new when you can. May take some time but not that expensive on materials as said, T
