96 olds cierra

I have a 96 olds cierra sl with a 3.1 engine with 279,000 miles on it. It will not pass emissions inspection because of the check engine light stays on. I took it to a transmission specialist who told me that it had a shudder between 1st and 2nd gears , cost to rebuild it 1400 dollars. It has been sitting in my moms garage since then, now almost 3 years. Can you confirm or dispute this dianosis.

Is the code that is causing the light to stay on a transmission code? If it is not than the shudder between 1 an 2 should not keep the car from passing emissions. Take it to a regular shop and have the codes checked. Seems funny that you took it to a transmission shop and what do ya know you need a transmission. Have a second look at it with another shop.
