A fuse won't cause the transfer case or front end to not engage because the transfer case is all mechanical and the front end is locked by manifold vacuum and a vacuum selector switch on the transfer case. The only thing that is electrical is the light that comes on to tell you that 4 wheel drive is engaged.

You need to determine if the transfer case is working and if the front end is locking.
