I got a quote of $800 to change the spark plugs on this vehicle. How can that be justified?

Without you telling us the engine size, we have no way of knowing.

Has anyone inspected this car yet?. This engine has a known problem with spark plugs breaking off. If any of them break off the price would be reasonable but if they do not it’s high
