No Heat inChevy van

I have a 1992 Chevy Van G20.
V-8 with a 350 engine.
I've attempted to get heat for 2 winters now.
I've replace the thermostat, radiator cap,heater core and finally the heater conrol valve.
Is it possible I could have installed the heater control valve wrong.
It seems to operate when you switch the levers in the instrument panel.
Frustrated with no heat again for the third winter in a row.Frown
Also I had a mech check the engine and he says the engine is running only at 90 degrees.
Engine is always running cold, the gauge never goes as high as it used to.
Thermostat can't open if temp is only at 90 degrees. PLEASE HELP from FROSTY the Snowman.

! You do mean 90 degrees Fahrenheit vs Celcius? The engine can't provide heat at just that temp. If so, have both old and new thermostat given this reading!!

That's plain too cold for proper operation for the engine and the thermostat must be allowing coolant flow early. Temp should be take right at the thermostat housing for roughly 195F +/- and felt along heater feed hose if ok right there to see if it stops along the way.

Thermostat must be wrong or installed wrong (bent?) for that reading to be correct at thermostat,

Thanks,
I already replaced thermostat and looks good.
Isn't stuck open.
Is it possible that heater control valve that I replaced has the hoses mixed up?
What I mean by that is- could the lower and upper hoses coming out of heater core be swapped wrong going into the heater control valve?
Stumped from Frosty the Snowman.
