I have a 99' F-250 w/Power Stroke Diesel that won't start up sometimes. I can drive it 300 miles, shut it off for 1 minute or 2 hours, will not run. 1 pop w/starting fluid busts right off, no skipping, stuttering, nothing. Next time it may grind the starter for 5 seconds and crank right up. I don't think it is glow plugs because ambient temps are 98*F and the engine can be hot right off the highway and do it, it just goes in spells.

Did the check engine light come on?, sometimes the harness wires to the valve covers need to be checked for good connections,also check the fuel filter...diesel isn't the cleanest fuel when looking at the filters....other thing that could be the cause...pcm/fuel pump/fuel injector or its module and these would have to be diagnose with an advanced scanner.
