i have 2004 volkswagen passat 1.8l while driving the EPC light comes on and the engine wants to shut off. then after about 2 3 seconds comes back while driving, but with EPC light on, until i turn off the engine when i start the engine again after so many cranks it starts but ruff no more EPC light but the idle is to high. sometimes is when im in the stop light the engine shuts off. and the light EPC comes on

Have the PCM scanned to see what trouble code(s) is being stored. Write down the numbers. Since we volunteer our time and knowledge, we ask for you to please follow up when a problem is resolved.

do i have to have the check engine light on to scan for cods?

No, but you may need a high end scan tool to get on the manufacture's side of the PCM to see what code(s) is being stored. Try scanning the OBD2 side and see what comes up. The EPC is for the electronic throttle control system. It has some sort of problem and causing your symptoms. The code(s) may help give some direction.
