Engine does not turn over in freezing weather

I own a 1995 GMC Sierra1500 SLE. On days when the weather is below freezing the lights, gauges, heater, radio all work when I turn on the key, but the engine will not turn over, but as soon as the weather gets above freezing the engine will turn over and start and everything works normal. I thought it was a starter problem so I replaced it and the same problem occurs.

It's a pretty basic circuit. How is the battery? Could have a battery that is weak or sulfated and doesn't have the CCA to operate the starter. Since we volunteer our time and knowledge, we ask for you to please follow up when a problem is resolved.
