Question about finishing up a small panel

Hello, I'm fixing some dents in a small side panel and I have it sanded
smooth in the areas I wish to redo, but I reckon I should primer and
paint the whole panel, not a large area. The parts of the panel that
have not been worked on, before applying primer, should I lightly sand
to create adherence (teeth) for the primer? With 2000 grit, 600? thx.

Paint doesn't stick to surfaces that aren't sanded.
