It's probably just stuck in varnish and corrosion. Use some penetrating oil around the base and just keep working it back and forth until it frees up. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ We offer help in answering questions, clarifying things or giving advice but we are not a substitute for an on-site inspection by a professional.

As HT said some penetrating oil works good, I'd suggest PB blaster. Also what I've used on ones with a lot of sludge build up is a small ladyfoot pry bar. I get the end under the base and gently pry up, as it comes up more & more I keep spraying PB, push it back down and then pry up some more. It'll eventually come out... Now this is way older than anything I've worked on so I am assuming there is nothing else holding it in there.........If this was a chevette, then it would be the fuel pump cam holding it in because that's what runs the fuel pumps on those......(don't ask me how I know that)
