After parked for a month my truck developed several new problems: 1) headlights stay on regardless of switch position. 2) horn stopped working. 3) wipers stopped working. 4) exterior temp gauge stopped working. I should mention that occasionally when it rains all these systems start working normally. The dodge dealer said that my FCM(front control module) and IPM( integrated power module) needed replacing ($1,000 plus labor). I purchased a used one on E-bay from a 2002 ram 1500 4x4, put it in and now engine light stays on. The original problems are sporadically occurring. My question is: do I need to have these modules reconfigured to my model vehicle to make it work properly

You can't simply throw a used module in. It has to be programmed to that vehicle. If they said it need both modules, then they probably couldn't figure out which one was the problem. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ We offer help in answering questions, clarifying things or giving advice but we are not a substitute for an on-site inspection by a professional.

Can the used module be programmed for my truck? If so, does the dealer have to do that?

As long as the part numbers match they can. It has to be the dealer or an electrical specialty shop that has dealer equipment.
